Parish Council

The Middleton and Smerrill Parish Council comprises 5 elected councillors who employ a part-time CiLCA qualified Parish Clerk as their Proper Officer. Councillors are elected to serve for a four year term.

Council meets six times a year with meetings held Middleton by Youlgrave Village Hall on a Wednesday evening in January, March, May, July, September and November. Meetings commence at 7.15pm. Additional meetings are called as required. There are no committees.

The Chair and Vice-Chair of the Parish Council are elected by councillors every May. The Chair hosts the Annual Parish Meeting each March giving a report on the previous year and opening the floor to debate on any matter raised by a parishioner.

The Precept – the local tax on parishioners – is proposed at the November meeting for the following year. Requests for donations made by local community groups are also considered at that meeting.

The Council owns: the path and land on which is sited Bateman’s Tomb, the area and outbuildings behind the Village Hall, the triangle, the village noticeboard, the War Memorial Playground and leases the toilet block to DDDC who open it seasonally. It is also is responsible for 3 grit bins at: The Rakes, Weaddow Lane and Roughwood Hollow.

It has completed the conversion of the BT Red phone box for which local funds have raised money to convert to a Defibrillator Kiosk with a Community Heartbeat Trust Defibrillator installed. Access in emergencies is via the 999 ambulance service.
